Question Giveaway Gold Membership Requirement?

Hey, I'm brand new to these forums. I've made an account on here mainly to get advice on specific knives I'm looking at buying, carry ideas, and giveaways to help extend (actually more like start) my collection. I have one question...I read the rules and FAQ for the giveaway section of the forum, and it says that registered users are not able to reply and therefore enter into other people's giveaways/raffles etc. However, looking at the most recent giveaways, I do see non-membership users entering, and one even won. So can we or can't we participate w/out a gold membership?
