Torch. Stainless doesn't need to get very hot to blue. It takes about half the heat that titanium requires to achieve the same effect, in my experience anyway. Dispite what some battle hardened WWII hero claims, when done properly and with care, it doesn't effect the strength of the knife in any significant way.

Ill toss this Police out there too. Its been carries and used once in awhile. The blade has been touched up and has a love mark or two. No blade play, centered, and nice and smooth. Recently taken down and throughly cleaned and polished the interior. Lock spring strong and not heated. No cardboard container.
