good concealed carry knives?

Almost any knife is easily concealable, just matters how you plan to conceal it and how big you want it.

I love my SOG Flash 2, with an AUS-8 blade. Its a tip-up carry, meaning the pivot point is on the bottom end. The pocket clip extends about 1/4 inch from the end of the handle, so when its in your pocket, all that can be seen is the clip (the handle is below the edge of the pocket), and its reversible so you can change it depending on what hand you use. It's an assisted opening with a thumbstud so it works with both hands. The blade is 3.5 inches, and is good to work with in my opinion. They come in satin finish and with black TiNi coatings, and with drop point or tanto, both either partially serrated or straight. Personally, I glue the safety open off because there is nothing worse than pulling out your knife and having to flip the safety off before opening the blade. I've had two over these last few years, and I wouldn't want to carry anything else! You can get one like mine from SOG for like 85 bucks but I found mine for like 65 online. Great knife!

Kershaw Skyline is a nice knife and you can even get it in orange for around $45.
Flips open smoothly, is smaller, closes easily one handed.

Spyderco Squeak is another nice option. It doesn't lock but it opens and closes one handed, choil for a good grip and no chance of the blade closing. Two inch blade and a low ride pocket clip. Good steel as well. You can get it around $45.

Spyderco Manbug is a nice little lock back you can slip into your pocket with a lanyard attached, VG-10 steel and is very small and compact. Perfect for regular use. You can spend about $10 more and get it in ZDP-189 which is an excellent steel.

Spyderco Ambitious is afforadable($30) and can even be found in a Blue G-10(non-threatening) handle. Small blade and knife with an easily accessed lock.

Spyderco Cat or Chicago are also great options.

You have tons of options.. what do you like?

As already mentioned, you also can't go wrong with a nice SAK. A personal favorite of mine is the Alox Cadet.

OP... you have to realize that you're massively contradicting yourself here by wanting a knife that is "good concealed carry" but you mentioned that you will be using it as a tool which means you will probably be using it in front of people. Pretty much any small to mid-sized folder could be nicely concealed if you just stick it into your pocket without clipping it on.
