The OP probably specified locking because many slipjoints use carbon steel in the blades. As for the other point, do you really think anyone browsing a knife forum won't understand the shorthand use of carbon steel?I think it's a bit misguided to as a question that pretains to 80% of the knives used primarially by users of the forum.
All steels contain some amount of carbon and most all modern "tactical" style knives (Spyderco, Benchmade, Kershaw) use some type of locking mechanism.
