I'll say this - if it's true to heart then he'll love it have no regrets about it.
I've been very hesitant with all my tattoo's, and generally my rule has always been never get color from anyone you have the slightest doubts about, and NEVER use flash art. everything has to be unique and created by you or the artist, never to be sold elsewhere. If your going to use a common artists work, MAKE ABSOLUTELY SURE that it won't go hot topic on you and cause 16 year old goths to say "man what a poser" when they see you walk by.
and yet I got 3 tattoo's that I plan on having covered up, because I got them in the heat of the moment from a tattoo artist I didn't trust. I don't regret it, but I will be modifying them. Luckily, I've got 3 really awesome designs lined up, that will have never been seen before, thus uncopiable.
2 no regret tattoo's I like:

the tattoo he has is -easy- to cover up, it's thin black lines with nothing around it. if he ever wanted such a thing, all he needs is a large full chest peice.
now, something like these, here is the land potential unrelenting regret. there is no return from such things.
