great EDC blades under $40.

I would say save up a bit more and look in to a para-mil 2 probably the best EDC knife pound for pound value wise or go for the original edc champ the buck 110. In the 50$ rang you cannot go wrong with the CRKT M16 or M21 look for the models with AUS-8 steel you cannot go wrong with AUS-8.
 
Spyderco Tenacious, SOG Flash I/II, OKC RAT-1, SOG Salute, Ka-Bar Mule folder (as long as you get it from Amazon it'll be about 42$)
 
I'm a Spyderco guy, but I have to be candid and say that Buck and Kershaw own the <$40 market. You can get a Buck Vantage Pro or any of several Kershaw products for that price.
 
ive said it before and i'll say it again every time a sub $50 knife thread pops up... the kabar bob dozier phat bob ($45+-, just a couple bucks more than the op's $40 :))
dont let the polished brownish green micarta scales scare you away. i understand it looks more like a phat turd out of box but with a little 80grit sandpaper it really changes the look and more importantly the feel of the knife. cant get any closer to one of bobs customs than this. detent is very good, thumb flicks open fast and very smooth. the hollow grind on it is amazing, its an outstanding slicer cutting like a laser. not sure what else there is to say other than BUY ONE!!!

I actually like the look of a Micarta handle.
 
I haven't tried the RAT-1 but I hear they are very nice for the price. Good value. I own and use a tenacious frequently. I ab/USE the crap out of, as it was "only $40". It see's a lot more use than my more expensive spyderco delica. I am very partial to opinels, they are FANTASTIC slicers and very inexpensive. Carbon steel though, so if you aren't into carbon steel...

You didn't say if the blade had to be fixed or a folder. I've heard good things about the becker neckers.

Also, blind horse knives have a couple of knives called the "small tiger knapp" which is $50 (slightly more than your limit). It is a fantastic user and comes with a great sheath. I have two knives from BHK and love them dearly. They are real "fondlers".

Also, all of the recommendations for the kershaw bang-for-your buck models are good suggestions. You won't find much better value for money. Their customer service is good if you have any problems. If you plan on using the blade a LOT go for a kershaw with smoother lines on the handle. The tenacious has lots of hot spots and can give blisters with constant use.
 
K55k. Add a thumb stud and an eClipse and you have a marvelous, thin knife that disappears, and with the 1095 blade, can be a superb slicer.

Buck 110, tenacious, skyline, they are all there and ranked highly (according to the masses, but take that with a grain of salt.) I just find this to be a useful technique to start.
 
You can get a CRKT Razel -M16-Crawford/Casper (huge) and several thers for about $20 Buy 2 in case you lend one out!
