The pins are what holds the handles on. Glue is rarely, if ever, enough by itself.

When you get the pins, take some sand paper and sand them around the outside, making scratches around the pin, not along the pin. When you glue the pins in place, these scratches will hold the glue better than a smooth pin. If you want to peen the pins (mushroom the heads) you still can, but leave just a little of the pin sticking out, and practice on something before doing it for real.
 
I think the two of you are talking different things. The kit you are considering sounds like it has pre-shaped scales and cutler's rivets. Those two part rivets are set with a hammer while the other side is sitting on a smooth and hard surface. Don't sand or do anything to them.

Even with the rivets, you want epoxy between the scales and the tang. BTW, do not get any epoxy inside the female rivet or it won't go together. One hour epoxy is much better than 5 minute type.
