Several makers have tried to point out that you are asking a question with the wrong term. Tempering is making the steel less brittle after it has been hardened. You first have to harden it by heating it to a certain point (about 1450-1500F) and cooling it quickly in oil or water. You can use a torch, or a coal or propane forge to heat the steel that hot. A grill or just a fire won't work. To temper it AFTER it is hardened you can use any heat source that can be controlled to an even temperature around 350-400F. You can use a torch or other heat source with a bit of experience, but those techniques are not for the novice. If you get a book and read it,then talk to your mom about putting the blades in the oven to bake for an hour at 375F, I think she will understand. First you must understand what you are doing. If you clean the blade first, even with just dish-soap, and get any oil or grease off of it, it won't stink or smoke when you put it in the oven. If moms still won't let ya, get yourself a toaster oven like scott said and put in in the garage or something.
