If your doing it by hand lay it out with a set of calipers, then use your dremal and white stones to put it in.. Then clean it up with red cratex or with round edm stones and sand paper.
there are a number of cutters you can use for this operation, but like darrel said, the mill is best suited for this....they make round cutters with a radiused end, they are built for horizontal mills but you can put them in some sort of holder....ken onion has a small one inch wheel thats diamond coated that he uses...very aggressive on soft steel and is just the right size for the folders he makes.
If it is a straight fuller you can radius a 1/4" wheel and do it on a surface grinder. Works great in my shop, and you can do it after heat treating. I have also used the mill but I like the surface grinder better. Either way, setup is very important.
