guard shaping

I'm planning on trying to do a stacked leather hidden tang type like this beautiful knife from treeman knives http://www.treemanknives.com/images/080508gal015.jpg I've always wanted to do scagel style knives so I'm going to give one a shot. Here's the problem I don't have a small wheel attachment just yet for my KMG a 2in is the smallest I have. How would I go about shaping the guard to such a sharp radius? My idea is to glue everything up in rough form then wrap sand paper around a 3/4in pipe and use that for a sort of sanding block to get around the gaurd. Will that work or should I shape the guard before I glue everything up? Thanks ahead for any help.
 
What I did before I got a small wheel was to run the belt off the side of the platen about an 1/8" then cut the plunge in the guard and then move the belt over farther 1/4-1/2 off the platen then roll the guard to get the radius, with the belt speed slow and be careful. after that it's alot of hand sanding to get it looking right.
 
What Rusty said, and big rattail files, sandpaper over dowels maybe with rubber or felt for cushion.

I would rough cut everything, glue it up, and then shape it. Use large rat tail files as ken suggested, maybe even use a dremel and sanding drums to get the basic shape/radius an then file and sand it to symmetry.

Get one of those little drum little drum sanders that go in your drill press, not expensive, worth saving the time you would spend doing it by hand.

Mini Sanding Drums
As MP mentioned spindle-sanding-drum-like attachments for the drill press (or flexible shaft rotary machine) can be pretty effective.

Yep, I buy the by the 100 count. It's best to use methods previously mentioned for faster material removal then use these for refinement and cleanup. Some folks also use a little 1" belt grinder for tighter radius work.
