Keep an eye out at flea markets, antique shops, and the like. You can find some decent deals at those places.
Most basically, a general forging hammer. 2 lbs is on the lighter side, but functional, and something as heavy as a 4 pounder may be a bit much for the beginner's general use hammer. If you can get a straight peen, or cross peen, and learn to use it, that's be a real bonus, but a double headed hand sledge will work just as well.
The only REAL requirement for tongs is that they be long enough that you don't burn yourself using them. IT is extraordinarily hlpful, however, if they do a good job gripping your workpeice. I've know guys that use 12" channel locks for tongs. In a pinch, I suppose that'd do, but a basic pair of 18" tongs shouldn't be hard to come by.
