For full tang knives with scales, epoxy should do a pretty good job up until the knife gets dropped and then it could pop off. The pins (or rivets, or screws, whatever your poison) add shear strength to keep that from happening. It doesn't take a big pin or lots of pins. Just a couple of small ones will do. If you want to have just the handle without the appearance of pins you could use hidden pins. They are partially inset into the back side of the scales and go through the tang. I don't think they are quite as strong, but they seem to get the job done.
