Handle inlays

I'm attempting my first knife handle for a vintage Robeson hidden tang carving knife. My goal is to shape an oak handle, then inlay 19 mm diameter lapel pins from all five U.S. Armed forces. As of now, I'm leaning toward finishing the handle with a Danish oil-beeswax mixture. My question is, "Do I apply the finishing mixture after the inlays are complete, or do I apply the finish, then attach the inlays?

Seemed obvious to me at first, but upon second thought, I'm not at all sure.

Or are their suggestions for an altogether different finish?
 
You won't be done sanding and finishing until the inlays are al in. Then apply any finish desired.
