HD EDC folder??

I frequently use it as a hatchet instead of a knife say what you will about Coldsteel's marketing the Spartan will handle any thing you throw at it
 
I think you should stretch the budget and grab a ZT550 if you really want a HD folder. If you just need a great medium duty grab a Spyderco Manix-2.

I'd also recommend ZT, maybe a standard 566. Should be available for just about your max budget or a little less, US made, capable of everything listed in OP. Add another $30 or $40 to your budget and a lot of Emersons will open up to you. They're also very capable, easy to maintain, and very willing to be an "anything, anytime, any place" knife.
 
I agree with a lot of the people here on the ZT recommendation. I've had a few and have been pleased with all of them. The 0566 (especially de-assisted) gets my vote because it's easy to carry and solid as a rock. They can be had for as little as $90 or so if you keep your eyes peeled on the exchange. my 0566 was my edc for quite awhile until I recently picked up a 0562 that truly is a tank of a knife and carries extremely well. I managed to pick mine up off the exchange for just shy of your $150 mark, but I haven't seen any that low since.
