Personally if the blade did not get hard enough then I would not put any more time into it. You may try and do some cutting tests and see if it did actually harden. But put a temp handle on it and sharpen it up. See what kind of performance you get and if satisfactory then go ahead and finish it out, if not then put it in the lessons learned bucket.
