Helicopter Knives

Sorry I can't offer much advice on a fixed blade, but for a folder, you should definitely check out the ZT 0500 MUDD. Might be stretching the budget, but both the thumbstuds and lock release are huge so gloved operation should be a breeze.

Mine's very easy to operate with bulky ice-climbing gloves on. It's greatly superior to liner/frame locks in that respect.

Heck, I could probably use it while wearing mittens.
 
The Spyderco Dayhiker is a nice knife, and it just got cheap, but I think the sheath would give you trouble in your environment. If you just want to cut rope and plastic and don't care about how nice the cut looks, look into the (aforementioned) Spyderco Jumpmaster or a SE Aqua Salt.

Both are rustproof and made for environments where you may have slick hands or use gloves. The jumpmaster has been made almost exactly for your requirements, but if the price is scaring you off, the Aqua Salt can be had at a fair price.
 
A Spyderco Aqua Salt would make a good choice. The pointy tip could be tamed to a more "sheepsfoot" profile if it is a concern.
