Help Identify this fixed blade

I was over at my brother in laws place last night and his inlaws gave him this cool fixed blade for Christmas. He was told that it is a handmade Philippines military knife, supposedly older... I thought I would take a few pics and see what you folks have to say..... I really would appreciate any feedback/input. The stamped 19 was all the markings I could find on the blade...
