Help identifying a couple of tools.

One is a tool my Dad used where he worked, you can see it punched with his badge number. I have no idea what it is for.
The other one is a drill bit for wood, obviously, but I don't know in what type of drill the square tapered shank fits in.

Any light you could shed on this would be greatly appreciated.

Thanks for the drill bit info.

My Dad was a sheet metal worker. (Learned his skills as a "Tôlier-Ferblantier" in France)
Nothing moves on the tool Xander.
 
By chance, did your dad run a press or a brake of any kind? The bottom tool looks like the pin on the right end could be used to drag a sheetmetal piece into a press and align it and the hook could be used to retreive said piece once it was stamped, pressed, or cut.
Just thinking out loud.

The retrieval tool idea sounds better than the deburring because there doesn't seem to be any edges that could do that.
I appreciate your help and will continue my search.
