Help wanted for an EDC/bushcraft fixed blade

I have ideas for a knife of my own that incorporates what I like/want from several knives and need help from someone to collaborate with me to make it happen.

I need someone who knows about steel, grinds, and tangs to tell me why my ideas will or will not be successful. I also need someone to tell me how much it is going to cost and when I fall outside my budget to help me find ways to bring the cost back down.

steel:5160? ---I don't know anything about steel. Pros/Cons would be appreciated on why people use what they use. Maintenance? I have some harden only the edge and leave the rest soft, but I don't understand why this is desired.
blade length 4.5"-5" --- Pretty standard bushcraft length I believe
Grind: Scandi --- I want something that I can't screw up too bad while learning to properly sharpen a knife. I want an edge that will do some batoning, but also will be able to feather really well.
Blade width: ~3/16"
Shape:like the fallkniven nl5 http://www.knivesandmore.co.nz/products-page/fallkniven/fallkniven-nl5-idun/ I want a finger guard like this one. I like the flat line that flows from the handle to the knife.
Handle: similar to Fallkniven NL5 with bone/antler, leather (Perhaps forest green and dark brown?), and wood (can this be a full tang blade or is this only suitable for a rat-tail???) My preference is a full tang honestly, but am open to suggestion

I'd like an unfinished blade (hammer marks) like http://tuluskivi.suntuubi.com/?cat=35 , but in the shape as the NL5 as the contrast between flawed and perfection is amazing, but the top needs to 90degree angle for use with a ferrocerium rod ---is this doable? I am torn on this and would like opinions or examples on why and unfinished blade would look good or bad with a beautiful handle (nl5 style)

Cost: Hoping to be far under the cost of the Fallkniven NL5 as I cannot spend 570$. Let me know how to keep costs down if I am asking for the world.
Timeline: I'd like to have this before summertime, but I'd rather get what I want instead of when I want

It has to have a lanyard hole
I want this knife to be beautiful, but also usable.
I hope I gathered all my thoughts. This logged me out before and I lost most of it. Is someone able/willing to help with this?
 
Chris Berry at Big Chris Customs made me the exact knife I wanted, and he put up with my questions and emails for weeks with great patience. He gets my vote.
 
Thank you both for the quick responses. I looked at their previous works and I don't disagree that they are beautiful, but not the style that I am going for. I want someone that hand hammers the steel so the heel looks a bit like the bushprowler from Ilkka Seikku.
