Help with Dad's US Navy Knife,Camillus NY

I am not a knife collector. I just want to get a handle on my deceased dad's US Navy knife. I'm not handy, so any kind of complicated job might blow by me. It says US Navy on one side and Camillus NY on the other and it measures 9 1/2" from tip to tip.i want some tips to clean it it and put a handle on it.

I am willing to send it away for repair. But if I can't do that (No one out there that does the work?) basically i need some tips on how to clean it it and put a black handle on it.

Any help, I would appreciate it. He had this in his barbershop for years and he treasured it. And I miss him, so you get the picture.
