any idea how to tighten this thing? Is there a tool that's supposed to fit in that round thing with those little holes?

You can actually just use your thumb. Just push down with your thumb and you can just more than enough pressure to tighten it up!
 
A proper tool would be a spanner wrench. Something like this:

(in this link the bits you would be looking at are the ones on the second to the bottom row on the right hand side. You could probably adapt a screw driver to do this as well, but it would take some doing. A few well placed finishing nails in a bit of wood might work well also.
