The vials are either tritium but too old (10+ years) and there is no way to revive them or rechargeable glow "sticks" and light should charge them or a UV light will get them glowing really fast.

I didn’t even get them 6 months ago off Amazon, I considered them to be not working but I just didn’t know how to charge them. I just done it right now with some UV light. They don’t last glowing too long after though unless it’s dark dim lit room they look cool for a little bit.

Then clear glow sticks, tritium it's impossible to get vials on Amazon. Depending on the concentration of the "glow"compound some get charged on natural light (which has a fair amount of UV component) but under strong UV light they charge faster and emit light for shorter or longer time.
