History? On 121 military handle

I can tell you right now that there is no such animal as a military 121. The handle is a standard phenolic handle, just pitted and looks like crap. The knife was made in early 1981 based on the 4 micarta spacers. Sellers like to make shit up to increase the selling price of their crappy knife. Just wait and watch the auction sites and you'll find a nice 121 for a good price.
