Not sure there's a simple black and white answer here, but I guess it depends on who the manufacturer vs the bladesmith is, and what exactly you're looking for.
There's a broad spectrum of variables at play in either case, from steel type, to heat treat, to fit and finish, quality control, geometry, etc..., and one is not going to inherently be better than another just based on whether it was hand forged by a smith, or punched out with 1000s of others in a state of the art manufacturing facility somewhere.
If you want to really boil it down, I'd guess that heat treat and geometry are going to be the main factors of performance, given the same kind of steels (or similar), but even that won't tell the whole story. Can a smith make a knife out of 1084 that will outperform a 154cm factory made blade, based on a specific set of criteria? Possibly. Depends on what the criteria is, as well as how each was made.
None of this factors in price, of course, but that in itself can be its own discussion.
At the end of the day, can a handmade knife outperform a factory made knife? Absolutely.
Can a factory made knife outperform a hand made knife? Yes.
It all depends.
