There is another thing to consider. Abrasives on belts break down and continue to cut. With lower HP the belt seems tp glaze over and won't cut anymore. What is thought of as a used up belt may have plenty of life left at a higher HP.
When Bob Engnath went to a 3 HP grinder, his used 60 grit belts felt like worn out 220's. He got all the life the belt had.
