How are these reliefs cut?

A 1" wheel on your belt grinder will easily do this. Frank
I've tried this method using a .500 small wheel on a KMG grinder but the Bearings at the ends of this wheel do not allow the handle access to the grinding surface. This method also does not account for the "bathtub" scoop that most reliefs show at the the top. Can you give me specific advice on how to achieve this using a small wheel.
 
Looks like a small wheel to me, too...i don't understand how the bearings would get in the way considering the belt is 2" wide and the knife handles are less than that.....

You would have to grind the relief all the way across the handle to utilize this method. Michael, the tip on the Ball Nose carbide cutter sounds promising to me. Thank you for that.
 
The relief appears to be milled in with a ball endmill on the ones you can zoom in close enough to see.

You mean the relief seen on knives Here, and Here right? If so, ball endmill.

I think everyone else is referring to the texture put on the handles, not the lock relief itself.

Brian is correct, those appear to be cut with a ball nose end mill
