is there any way i can just laminate over or re laminate the small piece of lamination that has chiped off of my wood handle?

I had a similar problem with a cocobolo handle on a folder a while back. Not laminated, but a piece chipped off next to the anchor pin. If you still have the piece that came off, you might just be able to glue it back on. I used a drop of super glue on mine, and it's held up fine (most of the time, glue will be stronger than the wood itself). If you don't have the chipped piece anymore, you might just fill the void with some epoxy, then sand it to shape & smooth it. You can get epoxy that's made for woodworking, and I think some are even available in colors, to 'generally' match your wood's color.

What OWE said, with these caveats: Slow curing epoxy is more water and shock resistant than fast cure epoxy. Epoxy is more water resistant than cyanoacrylate (AKA super glue). You can create a form for an epoxy or CA repair with blue masking tape, then file/sand to final shape after it cures.
