Don't know about CA law, but in FL law, if it's on the belt and covered by a jacket or t-shirt, it is concealed. I tuck my shirts in.I like the idea of carrying it horizontally on a belt but it can't be concealed, and I think it would be considered concealed if it was covered by a shirt or jacket as would probably be the case as i don't tuck in t-shirts. Is it considered concealed if it is not visible even if it is carried legally on a belt as allowed in the knife law sec six five something?
If it's really that big a deal in the area (and it seems to be from what others are posting), you're probably better off with a folder. If you want a good, tough folder, that will put up with some serious abuse, I can recommend the Ka-Bar Mule. The blade is under 4" (important in some areas), made of AUS8, and the grip is a full sized grip with rubber inserts for "grippiness" and a steel structure. The sheath can be worn horizontally or vertically.
