How about stepping stones across, one every 2' or so, you'd need roughly a dozen. There'd be some labour but if you almost anywhere in Canada rocks aren't hard to find so the cost would be your labour (with no worry of rot).

Sounds like you're talking about an archery club, you in Ontario by chance?
