This is basically my technique. I have a LM Wave on my left hip and a Victorinox Cybertool on my right hip, both are between 2 belt loops. But I used to sometimes have the belt come out of the last belt loop and the Cybertool would hit the floor. Then I lost some weight and had to make a couple of extra holes in the belt and now if I loosen the belt to the loosest hole I can get my pants down and my tools are in no danger of falling off.
A while back I almost lost a leatherman and a blackberry in one mad dash for relief. Now I loop the loose end of the belt back behind the nearest belt loop and under the belt. I'd send a video to demonstrate, but I don't think anyone really wants that.
I carry a multi tool, flashlight and folding knife in individual pouches on my uniform belt and used to have the same problem - the weight of the tools pulling the belt out of the loops.
I solved it by threading a short length of paracord with a stopper knot on one end through one of the holes in the belt. I then secure it to one of the belt loops with a bowline.
