How do you make a paddle holster/sheath?

I am looking for ideas on how to make a paddle holster/sheath for a knife. Apparently they are different than just having a blet clip on them. How do you make the paddle part and keep it tight against the holster if it isnt a belt clip?

I've started to do this but have yet to finish one up. I cut belt slits, sew them around the edges. I was thinking after doing this I would wet the leather and put a stiff stick the width and thickness of a belt through them to dry, but have yet to try it.
