How do you make G10 scales?

Hey guys, I'm wondering if you can make G10 scales without power tools, or with very cheap power tools, is there a way to do it without?

I made my first, or practiced I should say, scales using just a battery drill. I'd think you can use hand files, rasps, drills, sand paper, etc. No reason why not except it will take longer.
 
You can do it all with files and a hand drill but if you can score a cheap dremel or dremel like tool it would cut your time down quite a bit. Sears and Harbor Freight have inexpensive dremel like tools. Watch the vid and just figure instead of a dremel you'll use a file.
