I remember mention of it back around SHOT, just saw it on the KA-BAR site. If anyone has it, how exactly does it work?

Depends. You can adjust the bolt for different tensions.

Wow that's a really interesting design. So is the retention bolt/piece kept in place with tention? Will knives be shipping with this new sheath or it an upgrade that is purchased separately?
Ok, guess I'll have to make sure when I buy a bk24 shortly that it comes with the new sheath.Both, the way I understand it.....

And these are actually new sheaths. No fiberglass so no knife dulling. That's tested and confirmed in actual implementation by me. That's the reason for the locks......

Does the new doo hicky keep tension upward on the knife? Perhaps silencing rattling and movement by keeping the knife all the way forward?
