You can carry a slipjoint with any length blade you want. You can also carry a locking folder or fixed blade as long as the blade is 2 inches or under.
In what MORIMOTOM posted it says no springback knifes, I'm asuming that means slipjoint.
 
i remember a couple of years ago, a year before i got my license, there was serious talk of raising the driving age to 18. :thumbdn:
All i've heard about knife laws from the local sheriffs is that you really shouldn't be carrying anything if you are a minor. Our city is really small and bordered by three different cities, each with its own municipal codes. LA county is really big (population wise), with a ton of different cities. I don't even think i can name them all

Edit: as a side note, MORIMOTOM, I used to live across the street from Randal Simmons when i was about 3 in San Ramone, may he rest in peace.

If you want to carry a locking folder, you could take a look at the Boker Subcom, Boker Wharcom, or Boker Subclaw. They're framelocks with pocket clips, and the blade length on them is just under 2 inches.

If you don't mind slipjoints, Case has a ton of different models to choose from. My pick of the bunch is the Jr. Sodbuster, although Case offers a full size Sodbuster as well.

I'm perfectly fine with carrying a slipjoint, I really wanted the caly3 so looks like I'll get a UK pen knife and maybe a small Case or Queen.
