That could certainly be fabricated by anyone with a brake and some skill with sheet metal. But I don't really think it's necessary. Keep your wiggly bits away from the pinch points and off the belt, you'll be fine. Stick your booger-hook between a belt and a roller, or between a belt and a tool-rest... it's gonna be a very painful and very expensive day.
Shop safety mostly boils down to just paying attention. HALT! (don't work in the shop when you're Hungry, Angry, Lonely or Tired)
And of course, wear eye protection and a respirator.
Out of all the tools I have I fear the belt sander the least probably. Ok I take that back, it would be pretty hard to hurt yourself with a random orbit sander.
Having said that though if I had to choose one tool to have my finger bump up against it would be the belt sander. You don't bump a table saw blade and just get a few scratches.
