How stainless is CTS-XHP?

I circled where some of these "stains/dots" are. So you can judge for yourself, some are smaller so you may need to zoom to see.

For dots this small I would say it is not at all worth using the scotchbrite pads to get rid of them.

Please try rubbing the spots with flitz metal polish. Fillow the stroke marks on the blade so that way you will not smooth over the lines already on the blade.

I don't really mind small scuff and marks on any of my knives. I do get sad when it happens to a blade with a mirror polish. :(

Good Lord! I would ditch it immediately. It is ruined.
I concur, I never would have guessed the damage to be so extensive given the OP’s description.
It’s so far gone you can’t even call it XHP anymore but Iron Oxide

Likely any 'staining' is something on the knife and not staining or rust at all.

I did have those spots on the ricasso of my Cold Steel Code 4 and they felt rough, like rust would. Naturally I was quite disturbed and quickly scrubbed them off with some high-grit sandpaper. They haven't reappeared so far, though, and I think it was because I left it a little bit wet for some time. I live in a super humid tropical climate, but it has been weirdly dry the past couple of years. Still, humidity is pretty much always above 70%. So I think CTS-XHP is for the most part fine as long as you wipe the blade dry after use.

Chemical reactions sometimes occur because of what your cutting or what's in the air.
If it's a user not a pretty princess.
If it not damaging the blade.......
I just part of aging and using it.
