I have scaled 2 knives now, both with a smooth tang spine so I just finished it flush to the wood. my next one has the decorative, ridge notches all the way down the spine. Do I finish this the same way and just sand it flush to the wood scales. Or should the scales be installed just below the ridges to show them off?

You can have the tang flush with the scales, and use colored epoxy to fill the gaps/filework... or, have the scales slightly smaller than the tang. Just make the scales slightly smaller, and finish the sides of the scales before you epoxy them to the tang... be sure to clean up any epoxy overflow before it sets.
