How to get this finish on steel?

Hello again!

I have been wondering about and searching the internet for awhile now for a way to create a particular effect on steel (particularly, 440c). When I buy new 440c steel, it has always come with a dark grey or black coating that needs to be sanded off. Underneath this coating is a rough, porous and dimpled finish that is exactly what I want to replicate!



How can I induce this finish on steel that has been sanded smooth? Also, can whatever process you recommend be used for all other steels (not just 440c)? I plan on inducing this effect on cheap flat steel from my local hardware store (much like this here). Not sure what grade it is, it just says "flat" and "weld steel"; it is perfect for handle material (obviously not blade material!) especially for my current project. Thank you!
 
What you're describing is the factory scale......I don't think it's going to be easy to replicate.
