How To Make A Knife Handle

I took me about an hour of my time to make the following knife out of a screwed up Condor Golok. I was wondering what is the best method to attach handle slabs?

1) I was thinking that I could put the pin holes into the handle, then put marks on the hanlde slabs, drill the holes, and finally pin it to the steel.

2) use a small amount glue on the wood, place on the metal, then drill a hole straight through the wood slabs and the metal, and finally pin it.

I will appreciate any advice given.
 
Mark and drill the tang first. Make the holes 50% larger than the pins you will use.
Then glue on one scale and let dry.
Drill the scale from the tang side, trying to center the drill bit in the holes.
Attach the other scale with epoxy, and after it cures, drill the scales completely through. Attach the pins with glue and lightly rivet after cutting off the excess.
Shape handle.
