That's correct. Oota is the "O" sound stretched, not "Oh". But using the Hepburn Romanization, it would be written Oota. And people would read it as oota (as in pool)My brother who speaks Japanese says that lot of the alphabet written words are "americanized" so that they are easier for the english speaking mouth. For instance I asked how Hiroaki Ohtas surname was pronounced he said it's oo-ta, not oh-ta.
