how to restore damascus with naval jelly - I'm new to the site and using those like them so please forgive any mistakes of procedure etc. thanks so much in advance

Hello Bill, Its a pleasure to meet you & thank you Sir for the prompt reply , so in restoring the Bolsters look the Damascus pattern of the fixed blade after removing the rust on it with vinegar & finally having to use a fine metal polish am I looking at Etchant solution from Radio Shack ? also my little research on this site showed naval jelly recommended , could you kindly inform me why not so ill learn. Thank You again , Dave

Naval Jelly is gelled phosphoric acid. It will uniformly etch both the high and low spots on the steel.
Sand the steel with very fine sandpaper with a backing block. This will polish the high spots and leave the low-showing contrast. The vinegar should have given you a dark finish in the low spots.
