How to scalllop metal guards?

How would you guys do this scallop in the metal guard for consistent results. The only thing I could come up with is a dremel tool but I would like for the scallops to always be the same depth. I would really appreciate any feedback regarding this, thanks.

Thats so little filing, you could do it with a half round file if you mark the lines where you want to stop. Maybe a jig if I was planning to make a lot of them.

I'd mark the extents of the scallop and use a small wheel on the belt grinder.

For stuff like that I use a rotary tool to get close, then clean it up with files and round or contoured sanding blocks.
