how to sharpen after heat treat?

I don't have a belt grinder so what I do is I set the knife on the stone with some water and push back and forth until a burr forms them i move to finer stones and a strop. is there a better way of doing it? can I take a fine file and draw file the edge?

That sounds like you are sharpening the right way, if you are trying to do post ht grinding though for your bevels I have found files work nicely as it is a lot harder to over heat your blade with them.also it it's a good easy to clean up plunge lines.after filling just sand the bevels and go up in grit. Hope that helps.
 
If the edge is thick you can used sandpaper stuck to a hard surface (board) to get the bevel started and when you get pretty thin then go with the stones. I start with 220 grit and take to 600. If you are already at 0.015 or so I just go with stones.
 
If the knife is hardened to any normal degree, a file should not be doing much of anything to it. Sandpaper on a hard backing and/or stones is the way to go post-HT.
