The only thing I do with any kind of bone is this (I do not stabilize it like wood). If it is new, I freeze it for about a year and allow the blood, etc. to drain from it and allow it to become "freeze dried". I then take them out and put them in a cool dry place for a couple months to finish drying.

Mike at WSSI will do it right for not much money at all. If you want to do it yourself (you probably won't save any money) ,dry it completely. When you think it is good and dry,cut it up and roughly shape it to the size scales or handles you want.Place them in the oven at 200 degrees for about two hours, and turn the oven off and go to bed. The next morning take them out and put on a large sheet of waxed paper.Using super glue (cyanoacrylic) from the dollar store (six tubes for $1) start soaking the scales all over.Keep on applying glue and letting it cure until it won't soak up any more. This may take several days, and lots of tubes of glue.Let sit for a week or so and resand. It will be completely stabilized then.
Or,like I said,send it to Mike.
