How would you make a "Razel" or any knife from a chisel or file?

Could I just grind down my old chisel? Must the blade be heat treated after grinding?

First thing I would do is ask the person or persons that makes them for a living if it was okay if I copied their design.

Since You called by it's trade name....
 
If you made one for your own use I see no problem. Make one and sell it might be another. I was thinking about making something of the same but only for my own use. I was just going to make it from a peice of 1095.
 
Just don't call it a Razel, and you should be fine (although it's not good form to copy the handle style IMHO). But there are many knives in that blade style that predate the Razel by many years, both for woodworking and eel skinning in Japan.
 
if you change the color at all on the steel when grinding on it on or sanding it to shape, you've ruined the temper on the chisel and it should be re heat treated and tempered.
