Ht welded handle tool steel punches

How should I Ht a H13 or S7 punch that has a welded on handle. It's worth mentioning that most of these will be forged to shape. I have had good luck just heating to 1800 for 30 minutes in foil and air cooling, but this has been done to wood handled punched eye tools. How should I guy fix the intense heat from the weld?
 
Most people anneal it in ash or lime after welding on the handles, but this is from the same guys that "pack the edge" of their tools. My understanding is that this type of full anneal only leaves the steel with large grain and in poor condition for hardening.
Just wondering if any of our steel gurus have insight on this
