There's actually a decent number of choices. If you were willing to look at larger blade sizes you could also look a the Kabar Utility or Mk1 series knives.
 
Mora has a couple of knives in that length. I have a GI Tanto and even the mid-carbon blades don't rust as easily as most people would have you believe. I find that with natural use and neglect for care, most high carbon blades will form a solid patina before they rust, leaving a protecting dull grey finish to the blade that inhibits farther oxidation. The only time I find my blades rust is when I leave standing water on them, and how often would you let that happen with a stainless blade anyway?

And now it's a good knife. I wouldn't recommend a tanto design for everyday use. Check out Mora, Becker, Condor, the Cold Steel Finn Bear, Cold Steel Pendleton Hunter,

PS Becker has a new line of knives in your exact length range coming out in a month or two, and the street price will be within your pricerange. If money is that tight I'd wait to pick up one of those. They are world class knives and you would be honored to own one.
 
after all the input i think that i'm going to get a Becker BK2. ill post up some pics when i get it in (waiting for my first pay check... i know, i'm sick):) thanks to you all
