I need a fixed blade for a burlesque dancer to pull out of her garter for under $50.

I'd be looking more at letter openers. Less edge, more ornate, and serves the same purpose. If she's a good burlesque dancer, ain't nobody gonna notice the difference.

Look into something from Linder; they make all sorts of daggers that fit the bill, with all types of costume-jewelry-lookin' handles & guards and such.
 
For a show prop? I think a jeweled fantasy dagger, or a stiletto would be appropriate.
