While it shows a maltese type cross on the guard, I don't think this one is German naval (although I'm often wrong). The German naval and artillery swords of this period will have garnet/gem eyes and the naval examples often red and green (left/right) for port and starboard.

I agree it does appear to be German styling and is a naval sword. what exactly are you trying to identify about it?
