I need some advice on finishing a knife handle

I bought a factory second from a well known Canadian maker, I am not going to name them because the knife was a second when i bought it so it is in no way their fault. On the handle where the handle slabs meet the tang the tang sticks up past the handles a small amount. What should I use to take the extra material off?. Thank you in advance for your help.
 
Without seeing pics or knowing the handle material I'd lean towards suggesting living with it. If it's a must fix, look for a belt grinder or sandpaper with a backing block. Work your way to an ultra fine grit then buff as necessary. Seal any open grain if dealing with wood.

if the steel is higher then the scales it might be easier to attach new scales in stead of trying to remove hardened steel
